Movie villains with foreign accents

Do languages besides English have this in their movies? For example, are there French movies where a villain speaks French with a thick Russian accent?

Historically the baddies in Hollywood movies have been English.

Is my question not clear? I'm not suggesting that most Hollywood villains have accents. I'm noting that there are a significant number of films that use this device and I was wondering if foreign films also employ such a device. Perhaps you could point to a film that features a character with a heavy English accent. That would be amusing.

In Brazilian Portuguese, USUALLY villians have an a rougher accent. They use a much more guttural R similar to the french R. It gives the word more enphasis. So usually words ending in R are more guttural than usual.
