Elections in 1936 won by Frente Popular (a coalition made of Spanish communists, socialists and separatists from Catalonia and Basque Country) were not transparent. Many irregularities were reported across the whole Spain and agressions against members of the opponent parties were constant so those elections were not democratic at all. Also elections in democracy don't give the power to change democracy by a communist regime and that was the desire of Frente Popular. If Stalin supported Frente Popular it was because their Spanish puppets wanted to convert Spain in a satellite country of USSR.

Germany and Italy on the other hand were open allies of Spain, so which countries are left ? Even Churchill after the end of WW2 recognised Franco's legitimacy and considered his victory over the lefties as the most favorable outcome of the Civil War .
