I'd say Italian, tehn German. Germany may have produced more, but a lot of the music terminology was/is in Italian.

I read that opera singer and other classical singers use a lot of IPA and thus are experts at reading IPA. Anybody who knows more about this?

In vocal music, the language of the lyric or libretto for that particular piece of music.

In non-vocal music, the question is trivial; all significant Italian musical terms can be learnt in half an hour.
