If you are failing to perform a task up to a required satisfactory level of achievement or expectation then you are "falling short" in that performance. You are not up to the mark.....you are found wanting in ability.

Another example : If your do not cast your fishing line strong enough, the lead may be falling short.

Although my English is falling short of perfection, I hope this example will
cast a new light on the subject.
