God no! There are people who speak like that, sure but not everyone! Not even a significant proportion. It's an exaggerated stereotype of the accents associated with the different social classes.

I can travel west for half an hour and speak to people who have such a strong welsh accent I have to concentrate a little harder to understand what they are saying. They roll their Rs and draw the vowel sounds out more, making their words flow softly together. But if I travel East for 3/4 hour I meet people with a scouse accent, which is completely different. The consonant sound is stronger, the words shorter and spoken quicker. Both are very british accents and neither are in Blackadder.
