anger and foot stress

what does anger have to do with pissing?
Doesn't "foot stress" mean don't stress? what do they have to do with each other?

Here in Britain we say pissed for when some one is drunk, the American version must mean that said person is as angry as a drunk person?? We do say "pissed off" for when some one is angry here though. Dunno about "foot stress" never heard it.
