When you "tell someone off" that means you usually say something strong, often hurtful or insulting because you're angry at them. Then there may sometimes be the implication that that was the final word and you left. A couple examples:

--"After he found out his girlfriend was cheating on him he waited till she came home and completely told her off and they haven't talked since"

--"Oh, see, if someone had cut in front of me in line I would've just told them off instead of standing around doing nothing"

To tell someone off is to reprimand them.
