more on conditionals

How about this? Is it good English and is it conditional?

"He had followed her round the shops for hours, and he was damned if he was going another step."

I think it is good English, but it is not a conditional structure. It is past perfect followed by preterite.

Then why not use "past tense"? Does anyone commonly use "preterite"?
