1. As Brennus indicated, there are umpteen ways that new words are added to English.
2. But no one "authorizes" them. There is no "English Academy" or other such nonsense. New words just come into use; they either gain widespread acceptance or they don't.
Many new words are of course specialist terms exclusive to narrow professional fields and never achieve much widespread circulation.
