You would never say there are 10 numbers between 15 and 25 as there are only 9 integers:

16,17,18,19,20,21,22,23,24.

I agree with you on the first one, but for the second I believe it is impossible to say, without the addition of a qualifier (either inclusive or exclusive).

Well, if you count from 1 to 10, you get 10 integers: 1,2,3,4,5,6,7,8,9,10

So why would counting from 15 to 25 be any different or require an additional qualifier? 11 integers: 15,16,17,18,19,20,21,22,23,24,25
