How do people call low-quality copies of DVD's that are sold on the streets for a cheaper price? (in cities like Manhattan for example),
I'm not american, i've heard comedians used the term

Is it boohead, bughead, booghead or something like that?

I think the term you're looking for is bootleg.

"bootleg
1889 (adj.), 1903 (v.), Amer.Eng. slang, from the trick of concealing something down the leg of a high boot (originally a flask of liquor). "

According to etymonline.com, the bootleg page is as follows:

1889 (adj.), 1903 (v.), Amer.Eng. slang, from the trick of concealing something down the leg of a high boot (originally a flask of liquor).
