I've heard french people speaking flawless spanish, as well as italians, because they speak romance languages... but I've never heard an english speaking person speaking a good spanish... they all seem to put some accent on it...

The native English speakers have generally an awful accent in Spanish. I doubt they are easily understood by the Spanish speakers.
