Oh. Multiple symbols make the emotion being expressed more emphatic.

If I write "Don't you know?" I'm asking a question and my (implied) tone would be mild.

But if I write "Don't you know??" my question is much more emphatic.

And if I write "Don't you know?!?" not only am I very questioning, but the ! also implies a level of shock or surprise.

These aren't standardized at all -- people use them as they wish. But they usually approximate the level of emotion involved.
