The meaning of Page

I found the following article at the time website:

"Time to Close the Book on Washington Pages?"

I still no have idea what "pages" mean in this context.

page - 1. an attendant or employee, usually in uniform, who carries messages, ushers guests, runs errands, etc.; 2. a person employed by a legislature to carry messages and run errands for the members, as in the U.S. Congress.

The article is about the Congressional page program (employing teenagers to run errands for US Congressmen); however the title of the article is playing on the double meaning of the word "page" (as in parts of a book).

"Closing the book on..." means shutting down or closing down something, thus, shutting down the Congressional page program.
