It's up close and personal. It means exactly what is says.

A couple of meanings:
1) Often said of a celebrity interview. The interviewer will get "up close" (be sitting next to the celebrity) and will ask "personal" (sensitive, touchy) questions.
2) Also used to describe a threatening attitude. If a person stands inches away from you and looks violent and menacing, he "is getting up close and personal," and he probably intends to kick your ass.
