Neither. That's not a Cockney accent, real or imitated. The caller is just using a normal Northern English accent; listen to how he says words like "hunters", "trunk", "lovely", "London", "come". (He also doesn't even try to do l-vocalization or use Southeastern English diphthongs.) He's talking in Cockney rhyming slang, but he's not doing a Cockney accent.

The person on 'You Tube', is a DJ, engaged in a bit of self publicity.

I believe it said that he works for Capital Radio, which is London Radio.

Steve Penk is on Key 103 in Manchester. I listen to him if I'm out and about on a Saturday.

The accent, is a Manchester accent!
