Why do people from South Dakota not have an accent, whereas people from North Dakota and Minnesota do?

They DO have an accent. They don't have the heavy nordic inflection, prolifent throughout the northern midwest (Chicago, Minnesoda, Michigan) but they do speak with an accent. Their accent is typical of the midwest, instead of the north.

They sound just like North Dakotans.
