Could this be Turkish? No idea, but I have seen similar accent marks in Turkish language when I was in Germany.

Checked it on a search engine -- I think it must be Latvian judging by the results.

@Riadach

It is not even close to Romanian. It looks like a Baltic language. Probably Lithuanian.

As eu says, it is Latvian. You can recognize Latvian by long lines above vowels (long vowels) and "commas" under consonants (palatalisation).
The text contains lots of international words, but Latvian is an archaic language that has many ancient Indo-European stems in everyday use.
Here is a translation (Latvians will hopefully correct mistakes):

"It is downright confounding", says Piters Lu, an aspirant of Harward University, in the interiview of broadcasting company BBC. "They have shaped texts that reflect so complicated mathematic principles which we have understood only during last 20 - 30 years", Lu remarks.
The text speaks about Islamic art that uses symmetrical (simetrisks; Latvian doesn´t use the letter 'y') polygonic forms that allow making of endlessly wonderful geometrical ornaments that correspond to quasicristallic geometric forms.
"It is possible to follow the development of geometrical scisses from simple ornaments to even more complicated and varied", Lu told.
He became interested in this question in Uzbekistan, when he looked at decorations that were used in Islamic architecture in the 16th century, on the basis of which they used decagons. Lu, who works with experiments of physics at an international space station, had travelled to Middle Asia in order to visit a space recearch center in Turkmenistan. Islamic art, that doesn´t allow portraying of human body, uses combination of complicated geometrical figures, ornaments from plant kingdom and calligraphic characters.

It couldn't be Romanian since Romanian prefers c over k. It is probably the one that is spoken in former Yugoslavia which a cross between Romanian and a Slavic language.
