Why is English swearing so weak?

That's the thing... In other languages, swearing can be an art, of which not everyone is capable.

My impression is that most English swear words are used in most English speakingf countries. Fuck is the same in the US, Canada, NZ, etc. For example in Spanish I use words that are not offensive at all but that are extremely rude in Argentina.
