What language has most and least different sounds , phonemes?

When I listen to Arabic, for example, it sounds only like 'a's, spanish 'j's and 'l's and all words sound the same. And when I look at (don't know how it sounds) Finnish text it appears all 'k's, 'l' 'n's and etcetra.

On the other hand, I think English has many sounds.

I'm not an expert however, what is the scientific conclusion?
