It means a standing passenger in a subway, streetcar, bus, or train who clings for support to one of the short straps or it means people sit on the seats also?

It may vary from localoty to locality, but in NYC, I think is can be used to refer generically to all subway riders (seated or standing).

Example: Because of rising energy costs and the weak dollar, straphangers will soon have to endure another fare increase, the 11th one in the last 2 years.

like omg, I saw this thread, and then I saw an add in the subway with that word, and I was like omg, I just saw that word on antimoon, so like now i came back here and found out what it means.
