I listened to a German politician's speech and it sounded like he pronounced the rolled r instead of the guttural one . Is it normal, are ther dialects of German which pronounce the r letter this way?

Yes, the tongue-R is typical of Bayern. When a young German native speaker uses tongue-R, you can be almost sure that s/he comes from Bayern (my x-flatmate is an example).
