Going v. Coming

A Spanish speaker once explained to me the incorrectness of saying in Spanish "I'm coming," when the movement is about going somewhere, rather than returning. Is it ever appropriate in English to use "I'm going" to mean "I'm on my way"? Does anyone know of an English language alternative to "I'm on my way" or "I'm headed there" that is less wordy?

Person A (telephone) : You will have to go now, if you are going to get to our place by 7 pm.
Person B (telephone) : I'm going. See you by 7 pm.

Is this a test?
You have already provided the answer - "I'm coming"

On a semi related matter, there is the following expression which describes a confused person.

He doesn't know whether he is coming or going.
