Newspeak
Newspeak is not a complete language. Indeed, its very purpose was to limit the expression of ideas. I don't think it would have succeeded, since people have a tendency to invent words for concepts they need words for. But, as Orwell designed it, it is not complete.
In fact, I don't think he ever devised a complete lexicon of Newspeak as it existed in the novel, making our knowledge of an inherently incomplete language even less complete.
