what is the diffrences between speak to & speak with ?!

Generally there is no difference between the two, though at times one may be more appropriate to use in certain instances. Ofttimes, 'speak to' indicates a brief and possibly one-sided interaction. For example if your boss wanted to reprimand you about some indiscretion, he might say that he 'spoke to' you about your infraction (he would be doing all the talking to be sure ;) ).

'Speak with' is more indicative of an involved interaction with both sides being engaged and actually 'conversing'.

Apart from these slight differences you may use either of them in speaking.
