Does Arabic have to compete with French or does French have to compete with Arabic?

French has no official status in Northern Africa but it is just as widespread as English is in the Philippines. Urban educated classes are constantly code-switching between French, colloquial Arabic, and Standard Arabic. Newspapers are predominantly French.

Don't forget that many Moroccans speak Spanish very well.
