There's that trend here to "reclaim" derogatory words as a method of empowerment. This has been used for racially oriented words as well as other categories, such as "queer," which used to be pretty offensive but at least here is now actually a word with almost neutral, official status describing anyone who's in some way not heterosexual (which could be a lot of categories so it's often simpler just to have one word encompassing it all). This is at least how my university's LGBTQIA group uses it.

Kirk - yes queer has been diluted in effect. Then there is the converse, "wimmin" or "womyn" as written by lesbians.
