The Portuguese and Greeks are also pretty good at English.

I've seen that in countries where programs in English aren't dubbed, the inhabitants generally speak better English.

I've made offhand comments in English (just by habit) to people in the Netherlands and had them respond in accurate English and their responses were without hesitation. Of course I was probably on a (legal in Holland) psilocybin mushroom trip when that happened, so I may have been conversing with a squirrel.

I also found that some of the window hookers in Amsterdam spoke very good English. I *love* A-dam window prostitutes. Should be a bumpersticker.
