That article does not mention the French language , it can mean any language, Spanish too. The Constitution of Louisiana does not mention French at all but that of New Mexico does with Spanish:

Sec. 8. Teachers to learn English and Spanish. The legislature shall provide for the training of teachers in the normal schools or otherwise so that they may become proficient in both the English and Spanish languages, to qualify them to teach Spanish-speaking pupils and students in the public schools and educational institutions of the State, and shall provide proper means and methods to facilitate the teaching of the English language and other branches of learning to such pupils and students.

So Spanish can be used as the language of instruction in New Mexico according to the Constitution.
Appart from that Spanish is much more spoken in New Mexico than French in Louisiana by native speakers: 28% vs 4%.. There are more Spanish students in Louisiana than French students because only 4% of people have French as their mother tongue in Louisiana.
