Are you talking about the general accent of Peru? Because not everyone there speaks spanish and some people speak it as a second language.

The accent in Lima is very nice and one of the best in my opinion. I have a few friends from there and they are nice to speak with. Very clear and intelligible. There are a few particular things in the way they speak that may throw some people off though if you arent a native spanish speaker. I've noticed that they will sometimes not pronounces their 's'... "e lo meemo" instead of "es lo mismo." little things like that. i've also notice that they don't use as much slang as other countries.

I think those people saying Mexican spanish is ugly are thinking of the street accent in DF (sadly one the most well known) which I agree, is very unpleasent to hear. In general though, I think that Mexicans (myself included) take pride in good diction and pronunciation. If you want to hear more neutral accents then Northern Mexico is the best place though as to be expected, regionalisms and local slang are present.
