The Netherlands had the greatest navy in the 16th century and even defeated England in the first phase of Anglo-Dutch War.

The reason why they were able to break from Spanish rule it's they flooded the polders with the use of the dikes so that their powerful ships could face the foreign army.

The Netherlands couldn't raise a huge army like France, Russia, Prussia, Austria, or Spain so they instead relied on their sea power.

The same tactic was used when France sent a huge army during the war for succession in Netherlands and the Dutch were victorious which lead to the installation of the House of Orange.
