I'd say "He is narrow-minded" or "he has a closed mind". "He is closed-minded" seems awkward and unnatural, I would not use it myself.

Afrikaans has a word for such a person that I think is very descriptive, it is verkrampte. It is used in South African English too.

Closed-minded (never "close-minded) is not incorrect, it is fairly widely used in Britain. I simply think that it is slightly awkward. Perhaps this is why some say "close-minded". Would they say "the milk bottle is close" or "the close milk bottle" instead of "the closed milk bottle"?
