"e" in "investment" same to "u"

Am I to understand that any weak vowel can be [@] or [1]?

Not necessarily, as some reduced vowels have to be [I] or either [I] or [1] in many North American English dialects, such as in my -"land" for countries and my -"son"/"sen"/"sson" for surnames examples for my dialect, and *cannot* be [@] at all whatsoever.
