Would you use that expression ?

"That goes for me as well." (though you wouldn't say "me as well")
"Same here."
"Same for me."
"Likewise."

"I concur" would actually be the same as "I agree". It depends on the context of course. If you were going to say "Me too" in response to someone saying "I'm going to go to the bathroom" you wouldn't say "I agree."

Well, you could, but they'd look at you funny.

Are you obliged to use "Likewise" in a sentence ?

For example, if someone ask you "how are you ?"
and you answer "fine, what about you ?"
can you tell him "likewise" (I guess not) ?

You can use "likewise" as a sentence, but not quite like that. I think moreso, it's used in response to an imperitive. Let me give some examples.

"I'm ready to leave."
"Likewise."

"I think it's supposed to rain tomorrow, does anyone know?"
"I heard it was supposed to."
"Likewise."

"I'll have the steak."
"Likewise."

Said in response to a statement, not a question.

In written language, the correct form is:

"Me, too." (notice the comma)
