Decimal point or comma?

Is it only in English speaking languages that a decimal point is used to separate an integer number from a decimal number? e.g. pi = 3.14159265; $15.22

I see the comma is used elsewhere. e.g. 3,14159265; $15,22

It's not only in English speaking countries. They use a dot for a decimal point in Japan.
