I'm not one to prejudge ?

"I'm not one to prejudge."

I guess the meaning would be 'I'm not one who prejudges.'.
To me, it's not easy to associate to-ifinitive with present tense, because I'm not quite used to it. Actually, it sounds wrong to me.
I know to-infinitive has purpose and future sense(because I sense that kind of connotation from 'to'), but is to-infinitive infinite enough to mean present tense?

How shoud I understand about the sentence above?

The expression "I'm not one to..." means "I don't usually..." i.e., "it is not customary for me to..."
