so what? this fact doesnt prove that this is not a case, all nouns have both partitive and locative, during the language developing, endings of most of them bacame the same as ones of genitive and prepositional.
we have the word NOCH (night),
Nom - noch
Gen - nochi
Dat. - nochi
Acc. - noch
Inst. - noch'yu
Prep. - nochi
it doesn mean that NOCH has only 3 cases, the same thing with malako, Moskva and all the rest nouns
