Is it possible that this tape is really recorded syllables (or even shorter sounds) from Spanish rearranged (i.e. heavily edited) to sound like English words?

Is this video perhaps a bit politically incorrect?

I can understand this (or most of it); I didn't listen to all of it. It's kind of offensive. I know it's comedy, but...

Who is the man who appears at the beginning? He seems to be very stupid.

The English translation sounds to me as if he has had someone phonetically spell out what it would sounds like in English, but he doesn't seem to comprehend the syllables he's pronouncing in English. A tipoff is that it wasn't until the third or fourth sentence before I realized that he was enunciating something in English--the "flow" wasn't there if you know what I mean--everything ran together.

This is very funny!
I see what you mean - If I had not known to listen for then English, I would have thought that it was Spanish.

It sounds like a Spanish voice speaking program trying to speak English.
