Is there any more context than that? That sentence doesn't make much sense to me.

That's not even remotely grammatical English. I've never heard anyone say that. Nor can I tell from that bad wording if dinner is halfway prepared or halfway through being eaten, which would be my two guesses as to what he's trying to get at.

As for this, here the words "half" and "going" are not part of a single phrase as in "half going" -- the phrases involved are "in half" and "going fast enough".
