What does mean by "You are so over action"?

It means that you are done with action. Being over something means you don't do it anymore.

The "so over" idiom is a way of emphasizing just how thoroughly ended, done, finished something is. For example,
"I'm so over you." means we are well and truly finished as a couple.
"He's so over Jane." means he and Jane are definitely no longer together.
