Do people in Jamaica speak English with accents? Well, everyone has a accent I know. But is it obvious enough to call it an special accent like Singaporean accent?

Yes, the accents of most Caribbean islanders are quite distinct (not so much from each other, at least not to me), but in general sound very different from any other accents I'm familiar with.
