Nancy Pelosi accent

Hi,
could someone ''locate'' /''trace'' her accent?
She does not sound Western at all, she speaks with a BackEast accent,
c/c unmerged (with NYC-like [o] in ''cost'', ''lost'') Why is that?

Wikipedia says she was born in Baltimore, went to college in Washington DC, lived in New York and only moved to California in 1969 (aged 29). That would explain it.

Her first language may have been the black tongue of Mordor or perhaps something more sinister. That could explain it. Another possible answer is the botox-induced paralysis that she seems to have applied to her entire face may inhibit her speaking.

I'm going with Mordor...that Baltimore thing could also be a factor.
