the differences between Phrasal Verb and Verbal Phrase

What is the difference between Phrasal Verb and Verbal Phrase?
Could you please explain it and give some examples?

1.look up 2.turn off 3.look into 4.look forward to 5.take care of
In the Phrases mentioned above ,which are Phrasal Verbs?

Usually,we say:"look up the new words";"turn off the light",may i say"look the new words up"and"turn the light off"?

You could say look the new words up and turn the light off; you would be understood.

However, in writing you would need to say look up the new words and turn off the light because you can not end a sentence with a preposition(such as up or off).

The phrasal verbs you have mentioned are look forward to and take care of. Look up, turn off, and look into are verbal phrases.

A phrasal verb is one that must come in that specific form to have the same meaning. A verbal phrase is one that can be modified slightly to have different meanings. The new meanings however still make sense.

You could for instance use the verbal phrase turn the light off and change it to turn the light on. It would then still make sense. You could not say, in the case of look forward to, look backward to...that would not make sense...there for look forward to is a phrasal verb.
