I would have to say Russia, based on what the Russians (and the other former Soviet peoples) endured and overcame in World War II.

You shouldn't confuse being "forward" with being spineless and liberal.

An example of education+tough is Russia. It has a very high level of education given its poorness. Yet practically NOBODY will support such things as "gay marriage", even among the educated liberal elite.
