what's it like? and how is it?
what's he like? and what does he look like?

How is he?-- How is his health?
How is he [at math]?--Is he good at math?
What's it like?-- What thing does it resemble?
How is it?-- Is is good? bad? hot? cold? or What does it taste like?
What's he like?--What is his personality? How does he act? Is he mean? nice? pleasant?
What does he look like?-- What does his apperance look like? Is he short? tall? fat? thin?

"What's it like?" could also mean what a particular experience was like: "What's it like getting drunk?"
