information literacy

One can list some basic principles of information literacy, like "recognize an information need"; "evaluate sources critically"; and "check to see if the site sponsor is reputable." But those precepts are only of limited help with all that people now use online recources to do.

what does the last sentence mean?
what are the "with all that" and "to do" mean?
thanks

Is it easier if I change the word order? These precepts are of limited help with all the things that people do now, using online resources.

Information literacy is just a buzzword.
