That's wrong. "Laugh Out Loud" does not mean to laugh loudly. It means that you laughed audibly, i.e. that it wasn't merely a silent laugh.

Although the original meaning may have been 'laughs out loud', I feel that it doesn't really mean that anymore. I always pronounce it as 'lol' and tend to use it to mean something like 'yeah', or when I don't really have anything else to say. French speakers use it on the internet as well.
