Each vs Every

Please help me with this problem:

EACH year the citizens pay honour to these heroes by laying wreaths at the foot of the monument.

Should we use EVERY instead or either of the pronouns is possible HERE? Maybe EACH is stronger, meaning “without fail”?
Actually, I do know the difference in their usage, still some cases puzzle me.
