I would suggest that you first rephrase the question, before presenting it a second time (no offence intended). That aside, and in the spirit of guessing; did you mean “Has English been internationalized in the world?” or “How has English been internationalized in the world?”

i think the reasons are the history, economy,and the technology

Simply it was the British that got the ball rolling colonising over 1/3 of the world at one point. The Americans continued it once it gained World Power status and using it's influence in terms of trading, development of technology and other means which sends the images of Iraq flooding my head.

A partnership you could say....
