HAL 9000 was the homicidal computer in the movie 2001: A Space Odyssey. His famous line was a menacing but nervous, "What are you doing, Dave?" as Dave the astronaut prepared to go for his vital circuits (which ultimately destroyed HAL). So it's both a play on that line and a dig at how Windows is good at screwing up your computer -- to a computer, it might seem like the equivalent of a hacksaw!
